The 26th Meeting of the South Asian Telecommunication Regulators’ Council (SATRC-26): 5 - 7 November 2025, Islamabad, Pakistan
The 26th Meeting of the South Asian Telecommunication Regulators’ Council (SATRC-26) was held from 5 to 7 November 2025 at Islamabad Serena Hotel, Islamabad, Pakistan. The meeting was hosted by Pakistan Telecommunication Authority (PTA). It was attended by 119 participants representing 8 SATRC Members, other APT members and international organizations. The inaugural address was delivered by Her Excellency Ms. Shaza Fatima Khawaja, Honorable Federal Minister for IT and Telecommunication, Government of Pakistan.
SATRC-26 elected Mr. Major General (R) Hafeezur Rehman, Chairman of the Pakistan Telecommunication Authority, as Chair of SATRC, and Air Vice Marshal (Retd.) Mr. Bandula Herath, Director General of the Telecommunications Regulatory Commission of Sri Lanka, as Vice-Chair of SATRC. The meeting considered and approved the outcomes of Action Plan Phase IX, taking into account the implementation report and the status of the SATRC Fund. SATRC-26 also approved the detailed reports on the work items undertaken for study for Action Plan Phase IX. Those reports will be published as SATRC Report on the APT website and SATRC web portal.
SATRC-26 adopted SATRC Action Plan Phase X for implementation period of 2026-2027. SATRC Members also pledged their extra budgetary contribution for SATRC Fund for the implementation of Action Plan Phase X. Action Plan Phase X will include the activities of two SATRC Working Groups, 3 capacity building workshops, SATRC web portal, and SATRC Web Dialogue sessions.
As part of its regular activities, SATRC-26 featured a Regulators’ Roundtable and a Regulator–Industry Dialogue. The Regulators’ Roundtable focused on the Tokyo Statement, exploring how its priorities can be reflected in the South Asian context, including potential regulatory interventions and new approaches to support its commitments. The Regulator–Industry Dialogue examined the current policy landscape, shared regional and international best practices, and highlighted innovative technologies and licensing models that are advancing connectivity. Discussions also addressed aligning spectrum policies with universal access goals, investment incentives, and infrastructure-sharing frameworks to foster a more connected and inclusive South Asia.
The 27th Meeting of the SATRC will be hosted by the Telecommunications Regulatory Commission of Sri Lanka in Colombo in the fourth quarter of 2026.

17 - 28 November 2025, Baku, Azerbaijan
The World Telecommunication Development Conference 2025 (WTDC-25) was hosted by the Government of Azerbaijan in Baku from 17 to 28 November 2025, under the overarching theme: “Universal, meaningful, and affordable connectivity for an inclusive and sustainable digital future.” The Conference brought together over 1,900 participants, including representatives from 160 ITU Member States, 104 ITU-D Sector Members, and several international and regional organizations.
During the Conference, the Asia-Pacific Telecommunity (APT) conducted ten (10) Coordination Meetings from 16 to 27 November 2025. These meetings reviewed the status of APT Common Proposals (ACPs) submitted to WTDC-25 and received progress updates from designated APT focal points. In addition to discussions on ACPs, the Coordination Meetings also considered proposals from other regions and addressed emerging subjects, including draft Resolutions related to Metaverse and Artificial Intelligence (AI).
The APT’s engagement in the WTDC-25 process was the result of extensive regional preparatory work. Between 2024 and 2025, the APT organized five preparatory meetings, each attended by more than 100 delegates. Through these meetings, APT Members endorsed a total of 30 ACPs, which were formally submitted to WTDC-25. APT Members also nominated office bearers to support the work of committees and Ad Hoc Groups addressing various Conference agenda items. In addition, the Conference considered and approved the nominations submitted by the APT for the positions of TDAG Vice-Chairs and Study Group Vice-Chairs.
All 30 ACPs submitted by the APT which were reviewed alongside contributions from other regions and Member States were subsequently approved by the Plenary. These included a new Resolution on Supporting Digital Transformation of Pacific Island Countries (PICs), developed pursuant to the Lagatoi Declaration.
The APT Portal for WTDC-25 Coordination played a key enabling role throughout the Conference. The Portal was used as a centralized platform for the exchange of information, facilitation of internal discussions, and tracking of ACPs. It also supported the dissemination of logistical updates and other essential information to the APT delegates.
Overall, WTDC-25 marked a highly successful outcome of the APT, reflecting the strong cooperation and leadership of its Members, as well as the effective coordination mechanisms established throughout the preparatory process and the Conference.

Seminar on Progress in APT for the year 2025 (SPA-2025) 8 December 2025, Bangkok, Thailand, Hybrid Meeting
The APT will organize the Seminar on Progress in the APT for the year 2025 (SPA-2025) in Bangkok, Thailand on 8 December 2025 with physical attendance as well as virtual/online participation through APT Zoom meeting (i.e., hybrid meeting). The Seminar is being held in conjunction with the 49th Session of the Management Committee of the APT (MC-49) scheduled to be held from 9 to 12 December 2025.
SPA-2025 is a place where the progress made in the implementation of the APT Work Programmes and APT activities during the year 2025 are introduced.

The 49th Session of the Management Committee of the APT (MC-49) 9 - 12 December 2025, Bangkok, Thailand, Hybrid Meeting
The APT will organize the 49th Session of the Management Committee of the Asia-Pacific Telecommunity (MC-49) from 9 to 12 December 2025 in Bangkok, Thailand with physical attendance as well as virtual/online participation through APT Zoom meeting (i.e., hybrid meeting). It will be hosted by Ministry of Digital Economy and Society, Thailand.
MC-49 will review the activities in 2025 and consider and approve the Work Programme and Annual Budget for 2026. In addition, MC-49 will discuss how to prepare for the 17th Session of the General Assembly of the APT (GA-17), including preparation for the Strategic Plan of the APT for 2027-2029. Prior to MC-49, the Seminar on Progress in the APT for the year 2025 (SPA-2025) will be held on 8 December 2025 at the same venue.

The 2nd Meeting of the APT Preparatory Group for the ITU Plenipotentiary Conference 2026 (APT PP26-2) 28 - 29 January 2026, Virtual/Online Meeting
The Asia-Pacific Telecommunity (APT) will convene the 2nd Meeting of the APT Preparatory Group for the ITU Plenipotentiary Conference 2026 (APT PP26-2) from 28 to 29 January 2026 as a virtual/online meeting.
The APT PP26-2 is expected to conduct the following activities:
· To review outcomes of Council Working Groups and Expert Groups; · To consider Issue Papers prepared by Working Groups of APT PP-26; · To consider input contributions of APT members; · To review outcomes of the preparatory process of ITU and other regional organizations for PP-26; · To develop Preliminary APT Common Proposals, if any; and · To develop APT views, if any.
